Reading a test report: what the CIRT and DRDO numbers mean, and what they do not

A test report is not a certification, and the difference is the whole thing

An independent test report says: we put this specific sample through this specific procedure and recorded these results. A certification says: we assessed this product against a published standard and it conforms. The first is evidence. The second is a permission. They are produced by different bodies, they cost different amounts, they carry different legal weight, and treating one as the other is the single most common way a technically sound product loses a licensing conversation.

I have two independent reports on the Hybrid Power Pack. Neither is a certification. Both are useful. This piece is about how to read them — mine and anyone else's.

What the CIRT report actually says

The Central Institute of Road Transport, Pune, tested Model HPP35A and issued report No. B34000 on 20 March 2020. The result: 10,000 cycles at 60 °C.

Now the part that matters more than the number. That figure is a single-configuration endurance run. It is not a comparison against a baseline, because no baseline was run alongside it. It is not a statement about any other model or configuration, because only one was tested. It is not a claim about calendar life, because a cycle count and a calendar are different quantities and the relationship between them depends entirely on duty cycle.

What it is: an independent institute, using its own procedure, recording that a specific pack completed 10,000 cycles at an elevated temperature. That is a genuinely strong result and it does not need help.

What the DRDO report actually says

DRDO's Research & Development Establishment (Engineers), Pune, issued environmental test report No. 020623ESG/ETF on 21 June 2023. The pack was run at +70 °C at a sustained 450 A.

Again, the boundaries. R&DE(E) issued a test report. It did not certify, approve, endorse, adopt or procure anything. A defence laboratory running an environmental test on a submitted sample is not a defence laboratory buying it, and any copy that lets a reader infer otherwise is doing something I would not accept from a supplier pitching to me.

What makes it worth quoting is the combination: sustained high current at elevated ambient temperature is among the most demanding conditions for any pack’s thermal management, and completing the evaluation under those conditions is a strong result.

The five questions to ask of any test report

These apply to mine, to a competitor's, and to a press release from a national institute.

  1. Who issued it, and what is their scope? A named institute with a report number and a date is checkable. “Independently tested” with no issuing body is not a claim, it is a mood.
  2. What exact sample? A model number and configuration, or the result belongs to nothing. “The HPP” is not a sample; “Model HPP35A” is.
  3. Under what conditions? Every number carries its temperature, current, duty cycle and duration inline, or it carries nothing. “10,000 cycles” is a marketing phrase. “10,000 cycles at 60 °C” is a datum.
  4. Against what baseline? If no control was run, no comparative claim can be made — not by the issuer and not by the manufacturer afterwards. Most misattribution happens exactly here, when a single-configuration result quietly acquires a comparison it never had.
  5. Test, or certification? If a body assessed conformance to a named published standard, say the standard. If it ran a procedure and recorded results, say that instead. There is no third category, and describing a report as a certification is not a rounding error — in a regulated field it is a regulatory statement.

Why the honest version is commercially stronger

The instinct is that hedged language sells less well than confident language. In licensing the opposite holds, and for a mechanical reason: the counterparty's engineer is going to read the underlying document. That is what diligence is.

If the copy says “10,000 cycles at 60 °C, CIRT report No. B34000, single-configuration endurance, not a comparative benchmark”, the engineer reads the report and finds exactly that. Everything else you have written gains credibility by association, because you have just demonstrated that you describe evidence the way it is.

If the copy says “certified by DRDO” and the engineer finds an environmental test report, you have not lost one claim. You have lost the reader's willingness to accept any claim without checking it — which, across a portfolio spanning India, the United States, Japan, South Korea, Canada, Mexico, Australia, Vietnam, Saudi Arabia, South Africa, Germany, the United Kingdom, Switzerland, Russia and Kazakhstan, is an enormous amount of trust to spend on one adjective.

The strongest thing a technical claim can do is survive being checked. That is worth more than any superlative, and it is the only property of a claim a licensing counterparty is actually buying.

Measure everything. Validate everything. Improve continuously.
